Delegate to Continental Congress from Maryland, 1774-1780; signer, Declaration of Independence, 1776; member of Maryland state senate, 1777-1779; state court judge, 1778-1782; Governor of Maryland, 1782-1785; delegate to Maryland state constitutional convention, 1788; Judge of U.S. District Court D. Md., 1789-1799. Died near Abingdon, Md., October 23, 1799.
