Graduated from the University of Virginia in June 1873 with a degree of Doctor of Medicine.
After graduation, he rested from a month, he went to Jefferson Medical College in Philadelphia, PA. In Jan.1874, he went before the Medical Board of Naval Examiners, District of Columbia and on 28 January, he got his commission in the US Navy, his commission was signed by President Grant. Surgeon General, U.S. Navy, 1902-1910
In his 36 years of service in the US Navy, Presley succeeded to a place in all the grades of his branch of the service: Passed Assistant Surgeon (18 Apr 1877); Surgeon (27 Nov 1888); Medical Inspector (24 Aug 1900); and Medical Director (7 May 1907). The last grade was attained while occupying the office of Surgeon General of the Navy with the rank of Rear Admiral (appointed to this position 5 Feb 1902). He retired on 25 Feb 1910.
