SUMMARY OF EXPERIENCE

Mr. Ulrich has been working in the Computing Industry since 1960 and returned to TRW (now Northrop Grumman) on July 10, 2000 (previously worked at TRW from 1973 to 1986). His experience covers all phases of software development for commercial and government contractor programs. He has had responsibility for management (both technical and administrative) of software developers and has participated both as a developer and as a manager for multi-million dollar software development programs. He has been involved in all software development life cycle tasks from pre-sales activities through and including operations and maintenance. He has worked for computer manufacturing organizations, commercial software development companies, and for major aerospace firms. He also taught at West Coast University. His most recent responsibilities at Northrop Grumman have been in the area of process improvement. He has been responsible for ensuring that the organization understands and institutionalizes process. He has been the interface with the Software Engineering Institute (SEI) and responsible for performing or preparing for software appraisals and evaluations. He is an SEI Authorized Lead Assessor for the Capability Maturity Model (CMM) and an SEI Authorized Lead Appraiser for the Capability Maturity Model Integrated (CMMI). He has participated in over 25 CMM Based Appraisals (leading 10) and has also participated in 20 SCAMPI Appraisals (leading 2) as of April 2004. He is also an SEI authorized trainer for the "Introduction to CMMI" class where he has trained over 600 Northrop Grumman employees. In order to get his Authorized Lead Assessor "license" he has been trained in CMMI (Integrated Model for Systems Engineering and Software Engineer) and has taken the SCAMPI training as well. He is also trained to be an Internal ISO 9000 Quality Auditor. He participated in the Raytheon organization ISO 9001 Certification Audit where the company succeeded in getting ISO 9001 Certification. He has a comprehensive background in software cost estimation methodologies and the use of cost estimation tools. He is a leader in the implementation of new technologies into software development activities that have led to increases in software reliability and productivity increases. He is web master for the local organization and is skilled in HTML and Cold Fusion.

Project Manager for Software Development on the Defense Mapping Agency Program (sometimes called ADC) that included about 52 software developers and over 600,000 lines of code developed. Life cycle (MilStd 2167A) coverage from requirements review through delivery to customer. Responsible for all activities related to this effort (including customer presentations, schedules, staffing, costing, management briefings, etc.) Also performed training in cmi and tracked and facilitated up to 20 cmi teams. Customer acknowledged gains from this effort in award fee briefings. This program was delivered within 2 weeks of schedule and within 6% of cost.
Project Manager for Galaxy Rainbow Program. Provided systems engineering support as part of a pre contract agreement. Established work breakdown structure, generated budget/staffing profile, staffed, tracked and ensured on time delivery of all software products. Performed computer hardware selection and acquired work stations needed to support development effort. Used cost effective solutions to reduce initial cost estimates.
Department Manager: included responsibility for all personnel career development. Provided employee annual appraisals, raises, education/training opportunities and counseling. Provided monthly management staffing forecast data and other pertinent personnel data. Supported Division Engineering Council on technology infusion activities.
